Since Grenfell there has been a big push to ensure such a tragedy never happens again. As a result, we’ve had changes in fire safety requirements, building regulations, and more. Remediation work is also underway to remove unsafe cladding from properties. However, there are concerns about how long it takes to do it. We want to have a closer look here, exploring figures from the most recent Fire Remediation Survey (FRS) from the Regulator of Social Housing (RSH). The survey
RSH’s recent report from March provides an insight into the condition of key social housing properties. It covers blocks over 11m in height (or five storeys or more). These properties are owned by registered social landlords, including large and small portfolios (1,000+ units or less than 1,000 units respectively).
The report has some significant details. Firstly, it indicates the stock is 17,010 relevant social housing buildings. Alarmingly, of those properties, 1,924 have a life critical fire safety defect (LCFS) relating to the external wall systems (EWS). Many of these issues are due to unsafe cladding.
On a positive note, almost all relevant social housing buildings here (99.5%) have a fire risk assessment (FRA). This is important to identify potential defects and is the foundation for remediation plans. Crucially, the FRS finds that there are plans to remediate 1,468 of the buildings with critical defects of the EWS in the next five years. That is a very positive sign that work is underway. On top of that, 48 buildings are set for remediation in five-ten years. More worryingly though, 279 buildings will take 10+ years to remediate or have an unclear timeframe.
Reasons for delays
The RSH is encouraging landlords to act swiftly to remediate buildings and ensure tenants have safe homes. This is a key part of their responsibilities. In addition, they must take interim measures before and during any remediation works. This prioritises safety.
Unfortunately, as you can see from the timeframes, some buildings will take time to address. There are a few common reasons for delays. Firstly, it can be difficult to navigate the legal arrangements for remediation. Secondly, time can be lost while the building safety regulator makes decisions. Finally, supply chain delays are causing big problems for the construction industry. All of this can combine to slow down projects.
