In the aftermath of the Grenfell Tower disaster, there has been more focus on fire safety to protect residents. This includes a spate of changes to regulations. Some of the newest ones come into force from 6th April. So you know what you need to do, we want to have a closer look at the Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 here. Then, if you want help with fire protection in Stockton, you can trust us.
Big changes
The key thing with the new regulations is they focus on improving the safety of residents who may be unable to evacuate quickly if there is a fire. It assigns more legal duties to the Responsible Persons. Crucially, RPs have to create Residential Personal Emergency Evacuation Plans (RPEEPs) for any resident who would need assistance during a fire. Early identification, consideration, and planning can massively reduce the risk of injuries and loss of life.
These new fire safety regulations cover different residential buildings in England. They are mandatory for all properties 18m or seven storeys tall (or more). Additionally, they are required for buildings 11m+ tall if there is a simultaneous evacuation strategy (as opposed to a remain in place strategy).
Duties
If you are an RP for one of these buildings, including an owner or landlord, you need to be aware of your new responsibilities. Let’s have a look. If you need help with fire protection in Stockton for different properties, speak to us.
Firstly, you have a duty to identify any residents who may need assistance to evacuate. This includes any resident that has mobility restrictions or cognitive impairments. The best thing to do here is talk to everybody to get a clear idea of needs. You then need to offer (and conduct if requested) a personal PCFRA.
The next step is to ensure you implement reasonable measures to allow residents to evacuate safely. This includes things like ensuring evacuation routes are clear and navigable. Plus, agree an emergency evacuation statement with each resident needing extra assistance. This details exactly what they need to do if there is a fire. Talk to us about fire protection in Stockton.
There is also a new responsibility to ensure up to date information is available for fire services personnel. A building should have a secure information box (SIB) with documents. These should explain details of people who need help to evacuate, such as their flat or room number, plus the type of assistance they need. The goal here is to ensure fire services can quickly review the situation and then create a plan.
Finally, it is important to ensure RPs review and maintain everything. Mostly importantly, be proactive with residents to identify if there have been any changes, such as worsening health conditions. Do this at least annually and conduct up to date PCFRAs.
